Foundation High School Program
Background
The Foundation High School Program (FHSP) metric at the campus level provides educators with information related to student participation in plans related to the Foundation High School Program, including their pursuit of Endorsements and the Distinguished Level of Achievement.
Students who entered high school beginning in the 2014-2015 school year will graduate under the FHSP. Students entering high school prior to that school year may elect to graduate under the FHSP and may be included in this metric. The metric shows the percent of students on each graduation plan, with comparison to campus goals for each.

Status Definition
The Status column indicates the percentage of current students across grades 9-12 targeting the three types of graduation plans under the Foundation High School Program, as follows:
- Foundation (22 credits, no Endorsements)
- Foundation with Endorsements (26 credits, at least one Endorsement)
- Distinguished Level of Achievement (26 credits, at least one Endorsement, Distinguished award)
The Status indicator is determined by campus-specific thresholds (campus goals) which are set at the district level. The TSDS default thresholds are
- Foundation Graduation Plan is 10%
- Foundation with Endorsements Graduation Plan is 70%
- Distinguished Level of Achievement Graduation Plan is 20%

Delta Definition
The Delta column is the absolute value of the difference between the metric percentage (Status column) and the campus goal percentage (Campus Goal column).

Periodicity
At a minimum, load this information at the beginning of a school year to assess any interventions required. At the beginning of the year, information will be supplied by loading the related PEIMS Fall interchanges. After the Fall submission closes, the information will be supplied by loading the related PEIMS Summer interchanges.
This data should be loaded as often as necessary to capture updates to student plan selections and to ensure that complete academic information for newly-enrolled students is accurately reflected on the dashboards.

Business Rules
The Foundation High School Program metric indicates the percentage of current students across grades 9-12 targeting the three types of graduation plan options specified by the State of Texas, as follows:
- Foundation graduation plan
- Foundation with Endorsements graduation plan (default)
- Distinguished Level of Achievement graduation plan
Data Assumptions
- All students are assigned a graduation plan for grades 9-12.
- The graduation plan to which a student is assigned in the TSDS interchanges is the same as the graduation plan to which she is assigned in the PEIMS interchanges.
- Students are not assigned to the "Standard" or "Career Technical Education" graduation plans.

Table 6 defines how values in the Status column are calculated. The result of the calculation displays in the Status column on the campus dashboard.
